Che cos’\u00e8<\/b><\/h6>\n

La Provincia Autonoma di Trento, forte della sua speciale autonomia, ha adottato un nuovo impianto normativo: le Comunit\u00e0 di Valle. Le Comunit\u00e0 sono enti pubblici locali previsti dalla legge provinciale di riforma istituzionale (l.p. 16 giugno 2006, n. 3), che li ha individuati come livello istituzionale adeguato per l\u2019esercizio di importanti funzioni amministrative.<\/span><\/p>\n

Cosa fa<\/b><\/h6>\n

In prima applicazione le funzioni trasferite sono quelle gi\u00e0 esercitate dai Comprensori in delega in materia di attivit\u00e0 socio-assistenziali, edilizia abitativa e diritto allo studio, oltre alle nuove competenze riconosciute in materia urbanistica. Le competenze sono trasferite in modo pieno, non solo a titolo di delega. Quindi mentre il Comprensorio era un \u201cbraccio operativo\u201d della Provincia, con limitato potere decisionale e compiti prettamente operativi, vincolato a direttive molto puntuali e stabilite in via generale per tutti i territori, la Comunit\u00e0 diviene titolare di funzioni proprie e pu\u00f2 adottare le politiche pi\u00f9 rispondenti alle esigenze e alle caratteristiche del proprio territorio, approvando propri piani in settori di grande impatto per la vita dei cittadini (piano sociale, piano territoriale di Comunit\u00e0, ecc.).<\/span>
\n<\/span>Successivamente, la<\/span>\u00a0<\/b>L.P. n. 12 dd. 13.11.2014\u00a0ha rivisto l’assetto dei rapporti istituzionali individuati dalla\u00a0L.P. n. 3 del 2006,\u00a0con l’obiettivo di valorizzare le peculiarit\u00e0 locali, semplificare il quadro istituzionale con la revisione degli Organi delle Comunit\u00e0 e la riorganizzazione dei Comuni. \u00a0In tale contesto il ruolo delle Comunit\u00e0, quali enti associativi dei Comuni, \u00e8 quello di rappresentare\u00a0la sede di coordinamento delle decisioni strategiche<\/span>\u00a0<\/b>di livello provinciale che riflettono i propri effetti sulle realt\u00e0 locali.<\/span><\/p>\n

Com’ \u00e8 composta<\/b><\/h6>\n

Gli Organi della Comunit\u00e0 sono:<\/span>\u00a0<\/b>il Presidente, il Comitato esecutivo ed il Consiglio.\u00a0Il Presidente attuale \u00e8 Giorgio Butterini e gli Assessori, componenti il Comitato esecutivo sono: Roberto Bombarda (Vicepresidente), Michela Simoni e Roberto Failoni. What it is<\/strong><\/h6>\n

The Autonomous Province of Trento, thanks to its special autonomy, has adopted a new regulatory framework: the Valley Community. The Communities are local public bodies established by the provincial law of institutional reform (l.p. June 16, 2006, n. 3), which identified them as an adequate institutions with important administrative functions.<\/p>\n

What it does<\/strong><\/p>\n

At first, the functions transferred are those of Comprensori <\/span>delegated for social welfare activities, housing construction and the right to study, as well as new competences in urban planning. Yet the competences are transferred in full. The Comprensorio\u00a0<\/span>was an “operational arm” of the Province, with limited decision-making power and purely operational tasks, bound to very punctual directives and established in general for all the territories.\u00a0 On the contrary, the Community has its own functions and can adopt the most adequate policies for the needs and characteristics of its territory<\/strong>. Approving its own plans in sectors of great impact for the life of citizens (social plan, community territorial plan, etc.).
\nSubsequently, the L.P. n. 12 dd. 11.13.2014 has reviewed the institutional relations of L.P. n. 3 of 2006, with the aim of enhancing local peculiarities<\/strong>, simplifying the institutional framework with the revision of the Community Bodies and the reorganization of the Municipalities. In this context the role of the Communities, working with the Municipalities, is to coordinate the strategic decisions which affect the territory.<\/p>\n

How it is made<\/b><\/h6>\n

The Community consists of the President, the Executive Committee and the Council. The current President is Giorgio Butterini and the Councilors, members of the Executive Committee are: Roberto Bombarda (Vice-President), Michela Simoni and Roberto Failoni. Particular importance is also attached to the Mayors’ Conference composed of all the mayors.<\/p>\n

Die Gemeinschaft<\/b><\/h6>\n

Die Autonome Provinz Trient, dank seiner besonderen Autonomie, hat einen neuen Rechtsrahmen: die T\u00e4lergemeinschaft. Die Gemeinschaften sind lokale \u00f6ffentliche K\u00f6rperschaften, die im Landesgesetz \u00fcber die institutionelle Reform (16. Juni 2006, Nr. 3) vorgesehen sind und die sie als angemessene institutionelle Ebene f\u00fcr die Wahrnehmung wichtiger Verwaltungsaufgaben ausweisen.<\/p>\n

Was sie macht<\/b><\/h6>\n

In erster Linie sind die \u00fcbertragenen Funktionen diejenigen, die neben den neuen anerkannten Kompetenzen in der Stadtplanung bereits im Bereich der sozialen Wohlfahrt, des Wohnungsbaus und des Studierrechts ausge\u00fcbt werden. W\u00e4hrend der Distrikt ein “operativer Zweig” der Provinz war, mit begrenzten Entscheidungsbefugnissen und rein operativen Aufgaben, die an sehr p\u00fcnktliche Richtlinien gebunden und allgemein f\u00fcr alle Territorien festgelegt waren, wird die Gemeinschaft zum Inhaber ihrer eigenen Funktionen und kann auf die Bed\u00fcrfnisse und Eigenschaften seines Territoriums, die Verfahren, ihre Pl\u00e4ne in den wichtigen Bereichen des b\u00fcrgerlichen Lebens (sozialen, r\u00e4umlichen Plan der Gemeinschaft, etc.) Einfluss nehmen.
\nAnschlie\u00dfend hat das Gesetz L.P. n. 12 dd. 11.13.2014 die Struktur der institutionellen Beziehungen \u00fcberpr\u00fcft, die von der L.P. n. 3 von 2006, mit dem Ziel, die lokalen Besonderheiten der Verbesserung, Vereinfachung des institutionellen Rahmens mit der Revision der Organe der Gemeinschaft und der Reorganisation der Gemeinen geschaffen wurden.<\/p>\n

Wie sie zusammengesetzt ist<\/b><\/h6>\n

Die Organe der Gemeinschaft sind: der Pr\u00e4sident, das Exekutivkomitee und der Rat. Der derzeitige Pr\u00e4sident ist Giorgio Butterini und die Ratsmitglieder, Mitglieder des Exekutivkomitees sind: Roberto Bombarda (Vizepr\u00e4sident), Michela Simoni und Roberto Failoni. Situata nella parte superiore del bacino del fiume Noce, \u00e8 coronata dai gruppi montuosi Adamello – Presanella<\/strong>, Ortles<\/strong> – Cevedale<\/strong> e Brenta.\u00a0<\/strong>Si sviluppa\u00a0lungo l\u2019asse est – ovest per cui \u00e8\u00a0sempre irradiata dai raggi del sole<\/strong>. <\/span><\/p>\n

Nei millenni, i passi e i varchi alpini hanno permesso il passaggio e gli scambi di persone, materie, tecnologie, forme artistiche e valori. Ci\u00f2 ha trasformato la marginalit\u00e0 geografica in un’opportunit\u00e0 di dialogo fra culture diverse<\/strong>. La precoce cristianizzazione ha impresso negli abitanti i segni della socialit\u00e0 fraterna<\/strong> e caratterizzato il paesaggio con i campanili di chiese e cappelle sacre. <\/span><\/p>\n

Un popolo piccolo, <\/span>\u201camico del lavoro, uso alla fatica, risparmiatore, sveglio e furbo, attaccato alla sua terra, affezionato alla famiglia, rispettoso della propriet\u00e0, frugale, pulito e sobrio, capace di imprenditorialit\u00e0, orgoglioso delle sue capacit\u00e0 di uomo che sa trasformare la natura senza violentarla\u201d (Silvestri, 1879), <\/span><\/i>che<\/span> ha saputo mantenere nei secoli le sue caratteristiche peculiari, senza abdicare ai principi fondamentali della sua storia.<\/span><\/p>\n

Per ottocento anni, sudditi\u00a0<\/span>fedeli\u00a0del principato vescovile di Trento, i Solandri hanno sempre difeso la loro autonomia operativa<\/strong>, la libera ed innovativa gestione del territorio<\/strong>, la salvaguardia dei beni comuni<\/strong>, la tutela dell\u2019ambiente<\/strong>. E anche attraverso il fenomeno dell\u2019emigrazione, hanno dato validi apporti di innovazione, sviluppo tecnologico, imprenditorialit\u00e0 e umanit\u00e0 laddove si sono trasferiti.<\/p>\n

La compattezza geografica della valle, gli stili di vita coerenti con le esigenze di un territorio aspro e forte, un comune sentire di aperta e solidale socialit\u00e0,\u00a0 un’identit\u00e0 nelle singole comunit\u00e0 di villaggio, hanno creato nei secoli forme condivise di autogoverno<\/strong>\u00a0nella gestione di beni, produzione di servizi e sviluppo di economie. <\/span><\/p>\n

Da sempre la Valle di Sole si \u00e8 dotata di forme amministrative ed istituzionali comuni.\u00a0<\/strong>Manifestando cos\u00ec un’identit\u00e0 consapevole ma anche aperta al dialogo. <\/span><\/p>\n

Oggi la Comunit\u00e0 reinterpreta con efficacia la qualit\u00e0 della vita, i valori tradizionali e la socialit\u00e0 imprenditoriale e cooperativistica. Qui si ritrovano storie e forme di collaborazione antica caratterizzate dal senso civico della popolazione e manifestate nei risultati dello sviluppo economico e civile ottenuti.<\/span><\/p>\n

The Valle di Sole, with the valleys of Pejo and Rabbi, is a territory of the Alpine region of Trentino. Located in the upper part of the Noce river basin, it is crowned by the Adamello – Presanella, Ortles – Cevedale and Brenta<\/strong> mountain groups. It develops along the east-west axis, so the sun\u00a0always shines on it.<\/strong><\/p>\n

Over the millennia, the alpine\u00a0passes have allowed the exchanges of people, materials, technologies, artistic forms and values. This has transformed the geographical position into an opportunity for dialogue between different cultures<\/strong>. The early conversion to Christianity has impressed the inhabitants with the values of fraternal sociability<\/strong> and characterized the landscape with the bell towers of churches and sacred chapels.<\/p>\n

A small people, \u201cfriend of work, used to fatigue, saver, smart and clever, attached to his land, fond of the family, respectful of the property, frugal, clean and sober, capable of entrepreneurship, proud of his abilities as a man who knows how to transform nature without raping it “(Silvestri, 1879), which has been able to maintain its unique characteristics over the centuries, without abdicating the fundamental principles of its history.<\/p>\n

For eight hundred years, loyal subjects of the episcopal principality of Trento, the people of Valle di Sole have always defended their operational autonomy<\/strong>, the free and innovative management of the territory<\/strong>, the safeguarding of the common goods, the protection of the environment<\/strong>. And also through the phenomenon of emigration, they have given valid contributions of innovation, technological development, entrepreneurship and humanity where they have moved.<\/p>\n

The geographical compactness of the valley, the lifestyles consistent with the demands of a harsh and strong territory, a common feeling of open and solid social relations, an identity in the individual village communities, have created over the centuries shared forms of self-government in the management of goods, production of services and development of economies.<\/p>\n

The Valle di Sole has always endowed itself with common administrative and institutional forms<\/strong>. Thus manifesting a conscious identity but also open to dialogue.<\/p>\n

Today the Community effectively reinterprets the quality of life, traditional values \u200b\u200band entrepreneurial and cooperative social relations. Here we find stories and forms of ancient collaboration characterized by the civic sense of the population and shown in the results of economic and civil development obtained.<\/p>\n

Das Valle di Sole<\/strong> mit den T\u00e4lern von Peio<\/strong> und Rabbi<\/strong> ist ein Gebiet der Alpenregion des Trentino. Es befindet sich im oberen Teil des Noce-Einzugsgebiets und wird von den Berggruppen Adamello<\/strong> – Presanella<\/strong>, Ortler<\/strong> – Cevedale<\/strong> und Brenta<\/strong> gekr\u00f6nt. Es entwickelt sich entlang der Ost-West-Achse, so dass es immer von den Sonnenstrahlen angestrahlt<\/strong> wird.<\/p>\n

\u00dcber die Jahrtausende haben die P\u00e4sse und Alpenpassagen den Durchgang und Austausch von Menschen, Materialien, Technologien, k\u00fcnstlerischen Formen und Werten erm\u00f6glicht. Dies hat die geografische Marginalit\u00e4t zu einer Gelegenheit f\u00fcr den Dialog zwischen verschiedenen Kulturen<\/strong> gemacht. Die fr\u00fche Christianisierung hat die Bewohner mit den Zeichen br\u00fcderlicher Geselligkeit<\/strong> beeindruckt und die Landschaft mit den Glockent\u00fcrmen von Kirchen und heiligen Kapellen gepr\u00e4gt.<\/p>\n

Die geografische Kompaktheit des Tals, die Lebensweise, die mit den Anforderungen eines harten und kargen Territoriums vereinbar ist, ein gemeinsames Gef\u00fchl offener und fester sozialer Beziehungen, eine Identit\u00e4t in den einzelnen Dorfgemeinschaften, haben im Laufe der Jahrhunderte gemeinsame Formen der Selbstverwaltung<\/strong> in der Verwaltung von geschaffen Waren, Produktion von Dienstleistungen und Entwicklung von Volkswirtschaften.<\/p>\n

Das Valle di Sole hat sich immer mit gemeinsamen administrativen und institutionellen Formen<\/strong> umgeben. So manifestiert sich eine bewusste Identit\u00e4t, aber auch offen f\u00fcr den Dialog.<\/p>\n

Heute interpretiert die Gemeinschaft die Lebensqualit\u00e4t, die traditionellen Werte und die unternehmerischen und kooperativen sozialen Beziehungen neu. Hier finden wir Geschichten und Formen der antiken Zusammenarbeit, die durch den b\u00fcrgerlichen Sinn der Bev\u00f6lkerung gekennzeichnet sind und sich in den Ergebnissen der wirtschaftlichen und zivilen Entwicklung manifestieren.<\/p>\n

La Valle di Non, o Anaunia<\/strong>, \u00e8 una delle principali valli del Trentino. Situata nella parte nordoccidentale<\/strong> della provincia di Trento, si trova nella parte inferiore del bacino del fiume Noce<\/strong>. Sul quale la grande diga di santa Giustina forma l\u2019omonimo lago. La Val di Non \u00e8 un grande altopiano<\/strong>, solcato da profonde forre<\/strong> nelle quali scorrono i torrenti.\u00a0<\/strong>\u00a0Digradante su diversi livelli verso le sponde del Noce \u00e8 circondato a settentrione dalla catena montuosa delle Maddalene<\/strong>, ad ovest dalle Dolomiti di Brenta<\/strong>, con la selvaggia Val di Tovel<\/strong>, ed a est dalla catena Penegal-Roen<\/strong>, ammantata da estese foreste di conifere.<\/p>\n

Oltre un centinaio di centri abitati punteggiano il territorio, il quale, alle quote pi\u00f9 elevate, presenta caratteristiche prettamente alpine con estese praterie e boschi. \u00c8 questa la zona dell\u2019Alta Anaunia e delle convalli di Bresimo e di Rumo, che si addentrano tra le vette delle Maddalene. All\u2019estremit\u00e0 settentrionale alcuni paesi germanofoni, \u201cDeutschnonsberg\u201d, appartengono alla Provincia di Bolzano. Alle basse e medie quote la valle \u00e8 invece il regno della frutticoltura<\/strong> specializzata. Con la produzione di numerose variet\u00e0 di mela<\/strong>, commercializzate dal consorzio Melinda, marchio leader nel settore.<\/p>\n

L\u2019Anaunia, con i suoi siti archeologic<\/strong>i, le sue chiese<\/strong>\u00a0antiche\u00a0<\/strong>e i suoi magnifici castelli<\/strong>, raccoglie un invidiabile patrimonio storico, artistico e religioso<\/strong>. Tra tutti il Santuario di San Romedio<\/strong>, la basilica di Sanzeno<\/strong> e Castel Thun<\/strong>.<\/p>\n

Completano infine il panorama economico della valle un settore turistico<\/strong> in forte crescita, soprattutto nell\u2019integrazione con l\u2019agricoltura<\/strong>, ed una solida tradizione artigianale ed industriale<\/strong>. Capoluogo della Valle \u00e8 Cles<\/strong>, vivace borgata ricca di testimonianze storiche in posizione panoramica affacciata sul lago di Santa Giustina. Gli altri centri sono Tuenno, Taio, Denno, Rev\u00f2 e Fondo<\/strong>. La viabilit\u00e0 principale collega, da un lato, la valle con il fondovalle dell\u2019Adige attraverso la forra della Rocchetta e, dall\u2019altro, con la confinante Valle di Sole attraverso il ponte di Mostizzolo. Valle di Non, or Anaunia<\/strong>, is one of the main valleys of Trentino. Located in the north-western<\/strong> part of the province of Trento<\/strong>, in the lower part of the Noce river<\/strong> basin. On which the great dam of Santa Giustina forms a lake. Val di Non is a large plateau<\/strong>, crossed by deep ravines<\/strong> where the streams<\/strong> flow. Descending on different levels towards the banks of the Noce, it is surrounded to the north by the Maddalene<\/strong> mountain range, to the west by the Brenta Dolomites<\/a>, with the wild Val di Tovel<\/a>, and to the east by the Penegal-Roen chain, covered by extensive coniferous forests.<\/p>\n

Over a hundred inhabited centers dot the territory, which, at higher altitudes, has purely alpine features with extensive meadows and woods. This is the area of \u200b\u200bAlta Anaunia and of the Bresimo and Rumo valleys, which penetrate among the peaks of the Maddalene. At the northern end some German-speaking villages, “Deutschnonsberg”, belong to the Province of Bolzano. At low and medium altitudes the valley is instead the realm of specialized fruit growing<\/strong>. With the production of numerous apple<\/strong> varieties, marketed by the Melinda<\/strong> consortium, a leading brand in the sector.<\/p>\n

Anaunia, with its archaeological<\/strong> sites<\/strong>, ancient churches<\/strong> and magnificent castles<\/strong>, has an enviable historical, artistic and religious heritage. For example, the Sanctuary of San Romedio<\/strong>, the basilica of Sanzeno<\/strong> and Castel Thun<\/strong>.<\/p>\n

The local dialect of Ladin origin, the Nones, belongs to the family of the Rhaeto-Romance languages \u200b\u200bof the central-eastern Alps.<\/p>\n

Finally, the economic landscape of the valley is completed by a rapidly growing tourism<\/strong> sector, especially in integration with agriculture<\/strong>, and a solid tradition of craftsmanship<\/strong> and industry<\/strong>. The largest town, Cles, is lively and rich in historical places, lying in a panoramic position overlooking Lake Santa Giustina. The other towns are Tuenno, Taio, Denno, Rev\u00f2 and Fondo. The main road links, on one side, the valley with the Adige valley bottom through the Rocchetta gorge and, on the other, with the neighboring Valle di Sole across the Mostizzolo bridge. Instead, the Mendola<\/strong> and Palade<\/strong> passes<\/strong> lead to the nearby South Tyrol, to the cities of Bolzano and Merano.<\/p>\n

Das Nonstal oder Anaunia<\/strong> ist eines der Hauptt\u00e4ler des Trentino. Es befindet sich im nordwestlichen<\/strong> Teil der Provinz Trient und im unteren Teil des Noce<\/strong>-Einzugsgebiets auf dem der gro\u00dfe Damm von Santa Giustina den gleichnamigen See bildet. Das Nonstal ist eine gro\u00dfe Hochebene<\/strong>, die von tiefen Schluchten durchzogen wird, in denen die B\u00e4che<\/strong> flie\u00dfen. Auf verschiedenen Ebenen zum Ufer des Noce hin absteigend, ist es im Norden vom Maddalene<\/strong>-Gebirge, im Westen von den Brenta-Dolomiten<\/strong> mit dem wilden Val di Tovel<\/strong> und im Osten von der Penegal-Roen<\/strong>-Kette umgeben, die von ausgedehnten Nadelw\u00e4ldern bedeckt ist.<\/p>\n

\u00dcber hundert bewohnte Zentren pr\u00e4gen das Gebiet, das in h\u00f6heren Lagen rein alpine Merkmale mit ausgedehnten Wiesen und W\u00e4ldern aufweist. Dies ist das Gebiet der Alta Anaunia und der T\u00e4ler Bresimo und Rumo, die zwischen den Gipfeln der Maddalene durchdringen. Am n\u00f6rdlichen Ende geh\u00f6ren einige deutschsprachige L\u00e4nder, “Deutschnonsberg”, zur Provinz Bozen. In niedrigen und mittleren Lagen ist das Tal stattdessen das Reich des spezialisierten Obstbaus<\/strong>. Mit der Produktion von zahlreichen Apfelsorten<\/strong>, die vom Melinda-Konsortium, einer f\u00fchrenden Marke in der Branche, vermarktet werden.<\/p>\n

Anaunia mit seinen arch\u00e4ologischen St\u00e4tten, alten Kirchen<\/strong> und pr\u00e4chtigen Schl\u00f6ssern<\/strong> verf\u00fcgt \u00fcber ein beneidenswertes historisches, k\u00fcnstlerisches und religi\u00f6ses Erbe<\/strong>. Unter anderem das Heiligtum San Romedio<\/strong>, die Basilika von Sanzeno<\/strong> und Schloss Thun.<\/p>\n

Der einheimische Dialekt ladinischen Ursprungs, die Nones, geh\u00f6rt zur Familie der r\u00e4toromanischen Sprachen der Zentralostalpen.<\/p>\n

Die Hauptstadt des Tals ist Cles<\/strong>, ein lebendiges Dorf voller historischer Zeugnisse in Panoramalage mit Blick auf den See von Santa Giustina.
